允许通知更新给指定用户。如果成功返回用户信息

下面参数必须传递一个:

• id. 必选参数. 指定的用户ID或用户帐号。

• user_id. 必选参数. 指定的用户ID

o Example: http://api.t.sina.com.cn/notificiations/follow.xml?user_id=1401881

• screen_name. 必选参数. 指定的用户帐号.

o Example: http://api.t.sina.com.cn/notifications/follow.xml?screen_name=101010
